Important decisions for the Somalia-Somaliland talks in Djibouti

Djibouti hosted talks between the Federal Republic of Somalia and Somaliland, on the 28th and 29th of December, under the auspices of the President of the Republic, Mr. Ismail Omar Guelleh, and in the presence of Presidents Hassan Sheikh Mohamud and Musa Bihi Abed. The talks resulted in a number of important decisions.
A statement issued yesterday evening, Friday, at the conclusion of this round, confirmed the determination of both parties to resolve the issue of the future of the two entities once and for all.
Establishing a timetable for the talks and establishing a bilateral committee within one month constitutes another highlight in the decisions agreed upon between the two sides, as also noted, in the series of important conclusions reached between Somalia and Somaliland, is the decision regarding the implementation of all items agreed upon within the framework of the previous talks.
On the other hand, the two sides agreed - at the conclusion of this round of resumed talks between them - to establish effective cooperation in areas related to peace and security and combating organized crime, in addition to the need to avoid verbal statements or writings that would obstruct the progress of negotiations.
The decisions issued by this round of talks were signed by the Minister of Interior of Somalia, Mr. Ahmed Maalim Faki, and the Minister of Interior of Somaliland, Mr. Mohamed Kahin Ahmed.
It should be noted that the President of the Republic, Mr. Ismail Omar Guelleh, had paved the way - by providing a platform for discussion and mediation - for the resumption of talks between the Federal Republic of Somalia and Somaliland, which began last Thursday at the Presidential Palace, by organizing a direct meeting between the two presidents. Hassan Sheikh Mahmoud, and Musa Bihi Abdi.
  This step reflected the success of Djiboutian diplomacy, led by the President of the Republic, in breaking the silence between Somalia and Somaliland, regarding the main point of disagreement between them, as the two parties willingly accepted the resumption of the talks that had been suspended since 2020, mediated by President Guelleh.

The following statement was issued at the conclusion of the resumed round of talks:
1. Resuming political negotiations between the two parties, focusing on crucial issues to reach a permanent solution.
2. The two parties must establish a process (road map) to discuss crucial issues and appoint technical committees to facilitate these issues in the upcoming negotiations.
3. The Parties jointly implement the agreements reached in previous negotiations in Ankara (April 2012), London (June 2012), Ankara (April 2013), Istanbul (July 2013), Istanbul (January 2014), and Djibouti (December 2014). ), Istanbul (March 2015), Ankara (April 2016), and Djibouti (June 2020).
4. Reconsider and correct the mistakes committed by the previous military government against the northern regions of the country.
5. The two parties affirmed full cooperation in the security fields and combating organized crime through full communication with the responsible authorities.
6. Contributing to establishing peace and stability in places and regions where there are conflicts and finding optimal ways to resolve them.
7. The two parties should stay away from anything that would harm the atmosphere of the upcoming negotiations.
8. The two parties expressed their gratitude to the President of the Republic of Djibouti, Mr. Ismail Omar Guelleh, and the government and people of Djibouti for hosting the meetings between the two sides.
